Why Resilience Is Becoming an Infrastructure Question

Resilience is moving out of the language of emergency and into the language of infrastructure: energy, water, communications and continuity planning.

Resilience has historically been discussed as a response to events. It is increasingly discussed as a property of infrastructure itself.

The distinction matters. A response is organised after a disruption; an infrastructure question is answered years earlier, in design decisions about energy, water, communications, structure and maintenance. When continuity is treated as an engineering requirement rather than a contingency, the conversation becomes measured rather than urgent.

For a group developing long-duration environments, this framing sets the standard: systems are considered over decades, dependencies are reduced where possible, and capability is described only once it is confirmed.
